The upgrade order should not matter. Starting with the central manager is a logical choice.

I don't know what issue you had, perhaps a subtle difference in configuration?

I tried upgrading the central manager from 10 to 23, and it all went kaput. Since the central manager is virtual I was able to restore the central manager to its 10 version and the system worked again.

Is there a different order I should be upgrading 10 to 23 in?
