You could use an exec resource in puppet to install multiple packages at once:

exec {'install condor':
    command => 'yum install condor-credmon-mytoken condor python3-condor',
}

but admittedly, this also has its problems and is probably not the best solution.

However, since you're already hacking at the spec file, you could either remove the circular dependencies in the spec file yourself, or add your own 'condor-all' metapackage to the spec file that Requires: everything you want to install.
