The condor-stash-plugin should be a weak dependency. I plan to add that in for the April release. Feel free to change to the dependency from Requires: to Recommends:
HTCondor will work fine with the file transfer plugin to transfer
data using the OSDF (Open Science Data Federation).

i have spoken too soon, looks like when i go to install via dnf i get
problem conflicting requests- nothing provides condor-stash-plugin needed by condor-23.0.4-1.el9.x86_64
i don't seem to have a condor-stash-plugin rpm and nothing jumped out at me in the .spec file that builds it, but i only skimmed it. i'll look deeper tomorrow

Feel free to submit a github PR to add rhel to the build-on-linux script.

i see it has fedora/centos and i was able to build it on rhel9, so i'm not sure if there's a specific reason it's left out
