Sorry for replying on my own message ...

*) HTCondor 23.3 suffers from the same problem, even with minimal config
files (all default).

*) ssh_to_job works though.

*) Reverting #75840 in Jira (from Oct 16th) "Merge pull request #1833 
from htcondor/V23_1-HTCONDOR-2081-cgroup-v2-delegation-cleanup" solves 
the problem and seems to have no further consequences.
