Abhishek,
The L1_RESPONSE_LATENCY parameter is relevant only when "fast path"
hits are disabled. Can you check your configuration file and see if
the REMOVE_SINGLE_CYCLE_FAST_PATH parameter is set to true? "Fast
path" essentially disables the L1 timing (aka a models single-cycle
L1). If it is "false", set it to true, recompile, and re-simulate with
3 and 20 cycle caches. You should notice a significant difference.
