	I actually figured out how to do this in a simple manner.
I simply did two queues for the same job as follows

input=xxx5000$(Process)
Queue 10

input=xxx500$(Process)
Queue 990

It was the dead simple way to resolve the problem.  It 
just took a couple of days for me to think of it.

Why not change the file suffix to start from zero, 
e.g., rename/symlink the original input files:

# Bring the file suffix to the range 0 ... NPROC-1
for ((i=0; i < NPROC; i++)) 
do
  n=$((50001 + $i))
  ln -s input.$n input.$i
done 

# condor_submit ...
