Does that mean it is possible to install everything as root, ensure DAEMONS
has the correct value in LOCAL_ROOT_CONFIG_FILE and then
give user condor write access to condor_config.local with the outcome that
condor user can change the config and then administer everything from then
without having to be root on that machine (assuming HOST_ALLOW values are
accordingly) ?
