I'm tempted to answer yes, but it is possible to get a resource/schedd accept/schedule jobs from/on a schedd/resource in another pool. You can do this by enabling flocking between the two (or more) pools - http://www.cs.wisc.edu/condor/manual/v6.7/5_2Connecting_Condor.html
