[Condor-users] Setting HIGHPORT and LOWPORT for an entire pool

Someone told me that it is possible to set the HIGHPORT and LOWPORT 
settings for an entire Condor pool by just setting them on the pool's 
central manager.  I can't find anywhere in the Condor Manual that confirms 
or denies this, although I don't believe it myself.  Please could we have 
an authoritative statement from the Condor Team on this?
