The default is 0. I forget how Condor determines the amount of physical memory, but you can tell it to use a different value by setting MEMORY (in megabytes) in the config file.

What is RESERVED_MEMORY set to in your Condor config file. Condor
will subtract that from the amount of physical memory it advertises
for the machine.
