Title: Windows KeyboardIdle reponse time

I've had a user report that he noticed that his PC (setup to execute jobs) was slow and saw a
condor job running chewing up his CPU time.

He said it seemed to disappear after a few minutes.

How quick is the condor job supposed to get suspended?

This PC was setup using all the standard defaults that came with the windows install.
