i've been using the hostallow_write/read as '*'.. to try the defaults.

it's really weird.

Just a guess:

Maybe failure to configure HOSTALLOW_WRITE settings completely?  If 
it is sitting in MATCHED it implies that your 3rd execute machine has 
the central manager in HOSTALLOW_WRITE but not your submit machine, 
and/or your submit machine does not have the 3rd execute machine in 
its HOSTALLOW_WRITE.
