Renzo,

I glanced through the code in order to answer your question, and I came 
across an undocumented feature that may be useful to you:

GROUP_QUOTA_DYNAMIC_<groupname>  -- Fraction (0.0 to 1.0) of the total pool that should be used as the quota for the group

Apparently, the reason this feature is undocumented is that it was felt 
that some additional thought needed to be put into what is meant by 
"total pool".  For example, what if the requirements or machine rank on 
a large fraction of the pool are designed for some special purpose that 
you don't want included in the group accounting?  Anyway, at the moment, 
it is implemented strictly as a fraction of the total number of startd VMs.
