I see the error in NegotiatorLog now.

I have CONDOR_HOST set to the private IP of the machine, and
HOSTALLOW_ADMINISTRATOR is set to $(CONDOR_HOST):

CONDOR_HOST     = 192.168.0.254
...
HOSTALLOW_ADMINISTRATOR = $(CONDOR_HOST)

But I still get rejected, even when running as root on the gatekeeper.
If I change the value for HOSTALLOW_ADMINISTRATOR, then do I have to
restart condor before it uses the new value?
