Condor does NOT have an exactly equivalent notion to "queues with 
different priority", but you can get the same effect.

Depending on your definition of "immediately" (one second? one 
minute? ten minutes?) Condor can preempt jobs to run another, more 
important job based on policies that you specify. These are very 
flexible, but can be a bit confusing when you first learn about them. 
It can be done.

If you want a job to be paused, it is possible to do so, but it's a 
bit tricky to set up. Some jobs can be checkpointed and resumed at a 
later time (like a long checkpoint), but this only works for some 
jobs (only on some Unix/Linux platforms, must be able to relink job 
with our libraries, job can't has some restrictions, see manual for 
details). We have some new features that let you simply pause a job, 
but I don't have the details at hand.
