There are many problems that can cause this. From my own exprience, if you 
have setup everything as in accordance to the manuals, have all the 
appropriate daemons running on central manager and the pools, then it seems 
that you have a communication problem.

Try to disable the FIREWALL on your machine and see whether it will work or 
not. Let me know if this solves the problem.
