It happened many a times with me when i was installing condor. Later, when i 
upgraded the windows service pack to the latest version i could install it. 
However, since i'm no expert therefore i can't relate one to another. 
Nonetheless, if you don't have XP's latest service pack installed then try 
installing it first then try installing condor.
