We'll need to look at the StartLog from the machine that is in the preempting state in order to understand what is going on. It might help if you add D_FULLDEBUG to the STARTD_DEBUG options in your condor configuration.

I've a problem when condor tries to preempt a vm, cause that vm gets
preempt state for ever, and I have to reboot that node in order to get
a normal status.
I was wondering if there is a way for "un-preempt" a vm or force it get
a normal state.

I've been looking into doc, but it does not really explain a lot about
preempt procedure (2.7 Priorities and preemption).
