OK, turning on full debugging with

SCHEDD_DEBUG = D_FULLDEBUG gives the following extra info:

There IS an entry in the config file:

GRIDMANAGER			= $(SBIN)/condor_gridmanager

and the file exists:

05/01/2007  05:26 PM         1,179,920 condor_gridmanager.exe
