Rick,
I believe your accounting groups should be
+AccountingGroup="group_fxp@xxxxxxxxxx"

where domain.com is the UID_DOMAIN. If that doesn't work, sending out
the results of condor_userprio -all when the jobs are running will
help determine the underlying issue.
