I do not know I think based on some requirements and licensing with
programs but that is a request from someone else. Doesn't make much
sense to me either

probably. Why only 2 jobs at a time when you have 8 processors?

I think so - look up RANK in manual

Is it possible to limit the processes run at once? Say I have 16 jobs to
be run and I have 8 machines it can run on, but I only want 2 jobs to be
run at a time. Is there a way to accomplish that? Also, is there a
"requirement" statement that will have condor send jobs to the fastest
machine first? Thanks
