[Condor-users] jobs changing from RUNNING to IDLE and then stays IDLE for ever

hi to all,
usually when there are jobs running for a lot of hours and there is a
new job coming in , the first job is changing status to IDLE and when
the "new" job finish, it returns to the RUNNING state.
But there are some jobs running a particular software (CMSSW) that after
changing from running to IDLE they never change their status to RUN and
they stay idle for ever.
i dont know if it will be a good idea to advise condor to dont stop
running these jobs?
can you advice me how to do that?
there are both local and grid users who are running CMSSW, the problem
is that the grid users are running as user nobody,
how can i treat them us a group ensuring that there jobs will not stop
running and that they will have top priority.
i have a cluster on centos 4.4 running condor 6.8.5.
