NEGOTIATOR_CYCLE_DELAY was a setting Todd added for me back in the
6.7.X series several years ago, and NEGOTIATOR_INTERVAL has been
present for longer than that I believe.
So you should be able to use either 6.8 or 7.0 without issue.
