installing Winsock "Layered Service Providers (LSPs)" that break our

I won't be able to test this until monday, since I'm not in office today.
I found the culprit with lspfix: it is a dll named imon.dll from the
NOD32 anti-virus. I configured it so that it doesn't interfere with
condor daemons anymore.
