A machine is in the Owner state if it's START attribute evaluates to False. It's in the unclaimed stated if START evaluates to True and no job has yet claimed the machine.

 

So to change your machine from Owner to Unclaimed set:

 

START = True

 

In your condor_config file a reconfigure the startd:

 

condor_reconfig -startd
