Hi users,

To registrate the correct fix, I have
set the system environment variable TZ=BRAZIL/EAST and it now worked correctly.

Now the results of condor_q are correct,
with no shift in the query time and no RUN_TIME=[?????]:

Hi Ian, 

I fixed it setting the timezone environment variable TZ=BRST on the Postgre
machine. 
Now condor_q is answerring correctly:

Hi Ian, 

As I am testing Quill, the machine where I run condor_q is the same where
the database is running. No sync problem is expected.
Any suggestion?

Make sure the clocks on all your machines are synchronized to some central
NTP server. Condor computes runtime by subtracting current time from the
last state change. If your clocks are sync'ed this number can turn out
negative resulting in the ????? stuff you see in your condor_q output.
