We too have this problem and I'm afraid I must use the words of Ellen Ripley to express the solution:
"I say we take off and nuke it from orbit."

If you just want a scorched earth policy then this works a treat:

stop condor (peaceful/fast/kill -9/net stop condor) take your pick

delete the spool/job_queue.log file (or rename for some level of recovery)

restart, job done.
