Because it's 2:00 A.M. here, I'll check this tomorrow.
 
And I think I have another problem.
 
Our pool has 39 slots. if when I'm using them all, someone submits jobs, some of my jobs become idle state and his or her jobs is on running.
 
Since our jobs are running on the vanilla universe, if they are stopped, they start from beginning over and over.
 
How can I make the job submitted later started after the job submitted earlier are ended?

you need to disable preemption. Do you have that set?
