Yes, so long as all of that information is exported by the startd's you are matching with.  OS type, will be there by default, but you will need to add startd attributes that represent the installed software versions as well as possible configuring new slot types (which would allow you to configure the number of CPUs your job could use).

The trick will be converting this knowledge such that it can be used through the DRMAA API.
