If we break this down:

This appears to be ok.

&& ( ( 1024 * ceiling(ifThenElse(JobVMMemory isnt
undefined,JobVMMemory,2.441406250000000E-02)) ) >= 25 ) )

assuming JobVMMemory is not defined... 
1024 * 2.441406250000000E-02 >= 25
or 
25 >= 25

so I'm a bit confused as well, could you show us your entire job ad?
condor_q -l <cluster>.<job> 

You could always short circuit by adding Memory to your requirements as
well.
