You can also enforce this for a scheduler by putting:

SYSTEM_PERIODIC_REMOVE = JobStatus == 5

In the configuration file the scheduler reads. See: http://www.cs.wisc.edu/condor/manual/v7.4/3_3Configuration.html#17540
