These attributes should still be the same in Condor 7.6.4. Your configuration may be causing them to be set differently than you expect. You can see how the attributes are currently set by running condor_status like this:

condor_status -format '%s ' LocalCredd \

  -format '%s ' HasWindowsRunAsOwner -format '%s\n' Machine
