You're missing the <Keyword>_ part of the configuration setting. It's believe it's non-optional.
Your full config setup should look more like:
STARTER_JOB_HOOK_KEYWORD = MYHOOK
MYHOOK_HOOK_JOB_EXIT = /usr/local/bin/munin-node-condor-job-exit
If you write to STDERR in your hook it should show up in the StarterLog.<slot> file for the machine the hook ran on. That can help debug whether or not the hook actually got tripped at the end of the job.
