I am not able to find the windows installer in www.cs.wisc.edu. Kindly mail me the web link of the page that has the windows executable. I am able to find the Linux dump and other versions of the software.

For installation, essentially just download the Condor Windows Installer from www.cs.wisc.edu and run it, very similar to installing any other Windows program. You will want to run the installer as a user with Administrator privileges.
