Hi Douglas,
 do you a DNS running?
 I you don't add your pool's nodes to /etc/hosts
 IP NAME NAME.DOMAIN

 And check the log files in CONDOR_LOCAL_PATH/log/
 there you'll see what was the error when Condor started.
