Aha, I think you have solved a mystery for me. I've been using the
solution Ian describe with the START statement. We were having a problem
where the Negotiator would schedule a job to the node, then the node
would reject it due to the start statement and push it back to idle.  If
you have a large number of nodes offline, you end up with a backlog of
unscheduled jobs.  It sounds like adding my variable to STARTD_ATTRS.
