[HTCondor-users] manager StartLog errno = 10061

On a Window 7 HTCondor manager, StartLog contains many messages like  
the following that are five minutes one second apart:

11/14/12 08:58:03 attempt to connect to <manager IP:9620> failed:  
connect errno = 10061 connection refused.

The last "ERROR: SECMAN:2004" message was several system restarts ago,  
but these 10061s continue to be logged.

What is causing 10061 errors and how can they be resolved?
