You can also setup your START expression to go into Owner when Cpus == 0 (though I'd expect that to be default behavior).

We are using dynamic partitioning for our condor cluster.
Using condor_status it is easy to see an overview of claimed/unclaimed
slots.
However, even if the cluster is fully loaded, the 'management' slots of
the dynamic slots show up as unclaimed.
Is there a way to filter them out?
