[Condor-users] Priority issue

We have a dynamic slots pool running 7.4 and some 7.6. We don't preempt.

When a user's priority gets into the ~ 600-900 range they don't seem to
get matching slots allocated even when they are the only user with idle
jobs and free slots.

Is there a threshold value somewhere in the config that we need to change?
