So it's really a hostname lookup issue.  There are a few ways around it.  If you want to keep the Condor traffic on the 10.26 network then the simplest is to use different host names for the different IP addresses:

10.0.1.1    dev-storage1
10.0.1.2    dev-storage2
10.26.1.224 dev-condor1
10.26.1.226 dev-condor2

Configure Condor to use dev-condor1 as the manager and restart the master daemons.  This should get the masters talking to each other.
