ah, the resources "are" being released. (confirmed that after a condor_status and by being able to execute subsequent jobs).
The only thing is the C state. All the parallel jobs continues appearing in the queue with C state.

    I'm using condor 7.2.4, and running a simple job from Condor example with parallel universe.
    Things look fine except for the releasing of resources by the dedicated scheduler. It doesn't seem to release as all jobs remains in C state forever.
    I tried in the dedicated scheduler to reset UNUSED_CLAIM_TIMEOUT multiple times and use "condor_reconfig -schedd". But that doesn't work as expected, although I can confirm from the log that the new timeout value is being read. 
    Ideas are appreciated.
