I cannot confirm this (with nodes running Debian Wheezy, kernel 3.2):

# condor_status -l node | grep -i load
TotalCondorLoadAvg = 1.630000
TotalLoadAvg = 1.750000
LoadAvg = 0.120000
CpuBusy = ( ( LoadAvg - CondorLoadAvg ) >= 20.000000 )
CondorLoadAvg = 0.0
TotalCondorLoadAvg = 1.630000
TotalLoadAvg = 1.750000
LoadAvg = 1.630000
CpuBusy = ( ( LoadAvg - CondorLoadAvg ) >= 20.000000 )
CondorLoadAvg = 1.630000
# ssh node uname -a
Linux node 3.2.0-4-amd64 #1 SMP Debian 3.2.41-2+deb7u2 x86_64 GNU/Linux

(this is a partitioned single slot)
