  Thanks for the reply but from SchedLog I didn't find anything related with '"PERMISSION DENIED" , only the following content, and the only error is 'Failed to execute /usr/sbin/condor_shadow.std,ingoring'.

  And in the condor_config file: ALLOW_WRITE is set as:

ALLOW_WRITE_COLLECTOR = $(ALLOW_WRITE), $(FLOCK_FROM)
ALLOW_WRITE_STARTD    = $(ALLOW_WRITE), $(FLOCK_FROM)

I would bet that if you look in the SchedLog, you will see a line saying
"PERMISSION DENIED" and why.

In your condor_config, check your ALLOW_WRITE setting to see who is allowed
to submit jobs.
