It has been fixed in newer releases of HTCondor, aka version v8.0.5 and 
above....

Basically, the same source is used to produce both the man pages and the 
HTML and PDF versions of the manual.  HTML and PDFs can have hyperlinks, 
but man pages cannot, thus the disappeared section hyperlinks.  Note 
that further down the man page includes examples of using the constraint 
expression....
