[HTCondor-users] negotiator rejection and match at the same time?

I can see this phenomena in the NegotiatorLog many times. And strage
enough, it always happens at the end of a negotiation cycle.
The same job request, twice, first is a match, second is a rejection...
And I can see on my ganglia plots that there are ~1000 rejections
during the negotiation of 80 000 jobs. Any idea what's happening?
