Can you explain a little more what you're looking for? What sort of
user management do you need?

If you're looking to restrict who can submit where, you could restrict
access to the submit hosts via LDAP/Active Directory. CycleServer[1]
has robust user management features as well.

With a clearer understanding of what you're trying to accomplish, I'm
sure this list could present you with a number of workable solutions.
