[HTCondor-users] How to change a user's priority permanently?

The manual says a user can submit a job with nice_user = <True | False> . However as pool admin, I'd like to permanently set in a config file some users as nice_user = True for all their jobs. Is there a way to do this, rather than depend on users to do this voluntarily in their submit configs?
