Well, one option is to make that top-level lifecycle into a DAG, and have the "main" DAG be a sub-DAG of the top-level DAG.
Not really. The incoming AMQP message is from another system, and the lifecycle of what goes on there is not amenable to being a condor DAG. (It's basically the control system - requesting work based on either operator requests or pre-determined schedules. The "work" in turn is something which is broken down into a DAG)
