Are you sure that's all it shows? Does it come straight back to the command prompt after this?

If so, your installation is broken in some way.

Therefore you need to start at the beginning:

- what OS and version are you running?
- what version of htcondor are you running?
- how did you install it? (e.g. from your OS package repository; from a htcondor repository; downloaded a binary tarball; downloaded source tarball and compiled it yourself): show the actual commands you used
- what configuration changes did you make, if any
