The issue is that the negotiator can't get information about the
startds from the collector. I believe the error message would be
different if the condor_collector wasn't running, but it'd be good to
verify that first. It looks like your security settings are bad. Are
the negotiator and collector running on the same machine? Can you
please share the output of:

   condor_config_val -dump | egrep '(ALLOW|DENY|SEC_)'
